Site Location Applications

As the Governor-designated Water Quality Management Agency for the Cherry Creek watershed, CCBWQA reviews site applications for domestic wastewater treatment works, including WWTFs, lift stations, and interceptor sewers. CCBWQA reviews address protection of Cherry Creek Reservoir and the watershed with respect to phosphorus and nitrogen, general water quality, protection of downstream water quality to protect water supplies, and adequacy of proposed design processes and capacity to protect water quality. As required by Regulation 72, CCBWQA must report annually on approved site applications.

In 2025, four site location applications were submitted to the CCBWQA for review. CCBWQA determined all four projects met the CCBWQA-specific criteria for Wastewater Treatment Facilities and lift stations as outlined in the Authority’s Guidance Document, including differential flowmeters, redundant pumps, overflow storage, a clear maintenance plan and well-defined Emergency Response Plan, all of which will be protective of the water quality in the watershed and the reservoir. 

Fields Lift Station Site Location Application: Toll Brothers and Parker Water and Sanitation District submitted a CDPHE Regulation 22 Lift Station Site Location Application Form Section 22 proposing a new lift station to serve 118 new single family residential units along with a potential addition of 70 more units in another sewershed not associated with this development, for a total of 188 SFEs. The lift station will pump 200 gpm north and west approximately two miles to Parker Water and Sanitation District’s South Water Reclamation Facility.

Dry Creek Lift Station Site Location Application: Lennar Colorado, LLC submitted a CDPHE Regulation 22 Lift Station Site Location Application Form Section 22.9 proposing a new lift station to serve the 217 acre King Point South development, which will be developed with 661 SFEs to generate a peak flow of 538 gpm. The lift station will pump this peak hour flow north approximately a quarter of a mile to a sewer system owned and operated by the City of Aurora, and then ultimately be treated by the Robert W. Hite treatment facility, under an Intergovernmental Agreement with Metro Water Recovery.

Walden WWTF Site Location Application: The Walden Water and Sanitation District Wastewater Treatment Facility submitted a CDPHE Regulation 22 Site Location Application Form Section 22.6 – New Domestic Wastewater Treatment Plan proposing a new Membrane Bioreactor Wastewater Treatment Facility to replace the existing ineffective Sequencing Batch Reactor system. The ultimate capacity will be 150,000 gpd. The Board discussed territorial boundary and watershed concerns related to the Walden WWTP site, and ultimately voted to recommend approval of the application despite the facility being outside of CCBWQA’s statutory authority.

Bella Mesa North Lift Station Site Location Application: Cardell Homes submitted a CDPHE Regulation 22 Lift Station Site Location Application Form Section 22.9 proposing a new lift station to serve 525 new single family residential units. The lift station will pump 400 gpm south approximately one mile to a sewer system owned and operated by Castle Rock Water, and then ultimately treated at the Plum Creek Water Reclamation Facility.
